RE: The tariff classification of a locking luggage strap from China

Dear Ms. Jewett:

In your letter dated February 5, 2008, you requested a tariff classification ruling. The sample which you submitted is being retained by this office.

The merchandise under consideration is described as a TSA Locking Strap. It is designed to secure luggage and is comprised of a lock with an 83-inch long adjustable textile strap. The lock has a plastic housing and incorporates two different base metal locking mechanisms. It includes three numerically coded dials that are used by the traveler. In addition, it incorporates a zinc alloy cylinder that operates with a key used by a Transportation Security Administration (TSA) screener. The lock measures 6.8 cm in width.

The applicable subheading for the luggage strap lock will be 8301.10.9000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for padlocks and locks (key, combination or electrically operated), of base metal…padlocks, of cylinder or pin tumbler construction, over 6.4 cm in width. The rate of duty is 4.2 percent ad valorem.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
